Models for scaling civic technology across diverse West African contexts: Barriers, pathways, and an adaptive framework

Abstract

Across West Africa, civic technology is often presented as a pathway to broaden citizen participation, improve public service feedback, and strengthen government accountability. However, many civic technology initiatives fail to move beyond pilot stages because scale is treated as geographic expansion rather than contextual negotiation. This paper examines the barriers and pathways that shape the scaling of civic technology across diverse West African settings. Using a structured integrative review of 36 academic, policy, and practitioner sources published between 2015 and 2026, the study analyses how infrastructure, language, civic trust, regulatory openness, institutional capacity, financing, and data governance influence the success or failure of different scaling models. The paper identifies four major pathways: replication, adaptation, partnership, and platform-based scaling. It finds that replication is viable only where contextual conditions are closely aligned, while adaptation improves usability but remains limited without institutional responsiveness. Partnership-based scaling is shown to offer the strongest democratic value because it embeds technology within local trust networks, accountability relationships, and community knowledge. Platform-based scaling can extend reach, but only when modular design is matched with local control, technical capacity, and safeguards against centralised data Power. The paper contributes the Adaptive Scaling Matrix for Civic Technology as a diagnostic framework for matching scaling pathways to contextual readiness. It argues that civic technology in West Africa scales most effectively when growth is adaptive, locally governed, and designed to protect the citizen–state feedback loops that give civic technology its democratic meaning.
